It wouldn’t surprise me he is setting the stage:
The Obama administration is threatening to launch a vast cyber war against Russia in response to the country’s alleged interference with the presidential election.
Vice President Joe Biden told NBC News Friday that “we’re sending a message” to Russian President Vladimir Putin and that the wide-ranging “clandestine” cyber operation will take place.
“We’re sending a message,” Biden said during an interview with “Meet the Press” that will air on Sunday. “We have the capacity to do it. It will be at the time of our choosing, and under the circumstances that will have the greatest impact,”
The vice president belittled Russia’s alleged interference in the US election but stressed their efforts, however futile, would be responded in kind.
“Their capacity to fundamentally alter the election is not what people think,” Biden said.
“And I tell you what, to the extent that they do we will be proportional in what we do.”
It was not clear whether the American public would be alerted when or if an attack actually took place. When asked about whether the public would even be aware an attack took place Biden simply said “Hope not.”
If Obama could trigger an uncontrollable escalation with Russia to full war, I could see him thinking that he would be able to say he was not going to surrender the nation to a dangerous neophyte like Trump at such a time, so he was extending his Presidency. To Obama, Trump is some amalgam of Hitler and the devil, so I am sure Obama would see the move as not just good, but heroic.
If Russia wants to fight back, the answer is simple. Take down the internet, preferably with plausible deniability. You’d have an instant mini-apocalypse, and that would be horrific to the rabbits. Eliminate the EBT system. Eliminate all payroll, almost everywhere. Eliminate almost all bank communications over the internet. Disrupt the ability of companies to organize distribution of their goods over the internet. No online orders, no online shipping arrangements, no online B2B arrangements – make companies do everything by phone, at their company locations, since there would be no internet.
Nobody has the phone capacity, to sit down with pens and paper to route all that data by hand – and bear in mind that even if they did, a lot of phone traffic is routed along the internet.
Overnight, it would be a breakdown in the resource distribution system which would, until it was fixed, approximate the resource restriction of the Apocalypse. I would bet that the chaos it would engender just within a week would be triggering enough to the populace to initiate a K-shift within their amygdalae – especially in the vibrant areas.
Once that happened, and amygdalae developed in response, people might begin to see the threats facing the financial ecosystem, and begin to react with personally protectionist economic behaviors.
In a system like this, that might just bring about the full Apocalypse, and then – boy would the idiot rabbits rue the day.
As always, Putin has himself in the driver’s seat facing the imbeciles running things today.

Even better would be to ONLY take down EBT. Them the employed will still be expected to go to work (rather than being furloughed of everything is down) and the looters would instantly start looting stores and rioting. It would be the perfect storm.
You know, that would be the funniest way to do it too, because it would be so brilliant. Nobody would want to fuck with an enemy who thought like that.
Russia has not previously shown any reluctance to assassinate people it considers enemies. Might be worth pondering before starting a pissing match with them.
