The $1.5 million in cash stipends to gang members will come from the city’s general fund. A similar program is being used in Richmond, Calif., and Stockton is considering it.
So if I go down there and shoot someone, will they still get the money? If so, why won’t they just shoot someone, and claim it was somebody else that did it? Seems a system ripe for abuse.

What authorities should do is to pay people to shoot gangsters. 5K per head (confirmed kill). You’d have no more gang problems in 1 month. Hell, make it a special program where people from all around the world can participate. You’d see people from all around the world pouring in to hunt some gang scalps for fun and profit.
Works for me, so long as when I show up at the station with five leftists in my pickup bed, and the game warden points out sternly they are not gang members, it is at most only a ticketable offense.
