So if they needed pardons, they had the chief executive of the city that runs finance (Wall St) for local crimes, the chief executive of the state that runs finance for state crimes, the federal government’s President, and the state that is central to intelligence agencies. I will bet there is a local city mayor from Virginia in there too.
