With very few limits, she can legally do that with campaign funds. The way the Federal Election Commission runs things, there are very few limits to what a candidate can do with campaign funds. It’s a personal piggy bank for every politician; no pol is going to rock the boat on that issue.

TMI was the result of horrendously bad maintenance, when part of the control system failed, but the monitoring sensors had already passively failed, so nothing reported the system going out of whack until things started coming unstuck.
All the basic reactor bits were fine; updating the sensor systems is probably all it needs. Though with our luck, they’ll use modern 2020s internet-connected hardware, and North Korean hackers will bore through “Norton Antivirus” and assume control right after someone plugs the Ethernet cable into the router.
Maybe TMI needs to hire a few Iranian nuclear engineers, who can tell them what happened at their Natanz isotope separation facility. Natanz wasn’t even connected to the outside world, but when someone plugged that thumbdrive into their internal LAN the fecal matter hit the ventilation device.
