Unless you live in one of the serious shithole states, you can buy or sell a rifle just like a used lawnmower or old appliances. Most newspapers have a “Guns” section in the classifieds. Or at least they used to.
The only restrictions on gun purchases are when you’re dealing with a Federal FFL.
I’m not familiar with what a noncitizen needs to do purchase a gun from an FFL, but in general they’re allowed to have them. And they don’t even need that for a private sale, which is unrestricted now that the state NFA registry was discontinued.
Lots of Canadians have concealed carry permits from border states – not all of them require being an American citizen – and keep their guns on the south side of the border. When they’re in America they load up and exercise their rights under American law.

The problem is not the engine. The problem is that hydrogen is a b!tch to store. It is a little molecule that wants to slip out of or embrittle everything, and is very low density at any reasonable temperature and pressure. The innovation needed is not a new engine. The innovation is how to practically store the hydrogen. The company in question wants to do it in supercooled liquid in well insulated modular containers stored in the fuselage. That creates lots of new problems in order to ‘solve’ something that is not a problem at all.
