Carter received a B.A. in his double-major of Physics and Medieval History from Yale University, summa cum laude, in 1976. He then became a Rhodes Scholar and studied at the University of Oxford, from which he received his D.Phil. in theoretical physics in 1979. Carter served as Assistant Secretary of Defense for International Security Policy during President Clinton’s first term, from 1993 to 1996, responsible for policy regarding the former Soviet states, strategic affairs, and nuclear weapons policy. He was Under Secretary of Defense for Acquisition, Technology and Logistics from April 2009 to October 2011, with responsibility for procurement of all technology, systems, services, and supplies, bases and infrastructure, energy, and environment, and more than $50 billion annually in R&D. He was then Deputy Secretary of Defense from October 2011 to December 2013, serving as the chief operating officer of the DOD overseeing an annual budget in excess of $600 billion, 2.4 million civilian and military personnel, and global operations.
For his service to national security, Carter has on five occasions been awarded the DOD Distinguished Public Service Medal. He has also received the CJCS Joint Distinguished Civilian Service Award, and the Defense Intelligence Medal for his contributions to Intelligence.

Well, in defence of the Obama Administrations policy, during this Time the Islamic State lost 10.000 fighters and the existance of the Caliphate has drawn a lot of Muslims to the sands of Iraq and Syria to die there. I still think the destruction of the Islamic State was a mistake and this meatgrinder should have been going a bit longer.
Why would you destroy something so out in the open honest like ISIS anyway? Finaly there is one islamic actor that says “this is what Islam is about” and then the west needs to cuck and do some arrent service to these fucked up societies in the region to rid them of their own pathological problems. Its just another madeup case where the US military is in search for dragons around the world it can slay and flex its muscles while the right wing always, always will cheer it on in their sheepish worship of the military.

Carter wasn’t completely worthless as SecDef. He didn’t get in the way of vital defense programs, inspired many through hilarious memes and his wife was also groped by Biden. That’s a lot to accomplish in so short a time.
Except the US did nothing but *help* and *support* ISIS the whole time, under Obama and admittedly less so under Trump. But the facts remain that (1) ISIS was defeated by Syria, Russia, Iran and the heroes of Hezbollah – the only group willing to protect Syrian Christians; and (2) not only was it ISIS that was defeated, it was ISIS as well as its patrons, the US, Israel and Saudi Arabia.
@ThomasWictor says it wasn’t the US at all, it was the Saudis (or Iranians, I forget). And that they used a lot of special forces and infiltrated. Also, that they fought with a strange form of combined arms. It was a good bit ago and his ‘timeline’ is crowded, or else I’d dig up the thread(s).
