Notice, if ineligible people register and officials fail to determine they have done so accidentally, they can then vote without penalty, as long as it is done “accidentally.”

As someone that grew up in California and has abandoned it, let me assure you, this is redundant as hell. The Republicans are already nothing but a punchline in the state, and it’s well known that have no chance at any state office, congress, and it’s electoral votes are guaranteed to Democrat. Clinton supposed vote surplus is almost completely coming from California. The rabbits are piled on top of each other in a few cities in a few states and pretty much this is the extent of their reach. By packing themselves in like sardines on the coasts they have lost. They keep yammering on about the popular vote as if it means a damn thing. It doesn’t, you don’t need a straight majority, you need a majority in the largest number of states. SO if California has ten or twenty million more democrats, it doesn’t matter either nationally or statewide because they have gained NOTHING. They already have a lock on the place. This is just so much spinning of wheels.
Sounds like they’re trying to pull off the old “These aren’t the rabbits you’re looking for.”
