The pre-Apocalypse could get interesting:
Abderamane Ameroud was snared in a dramatic police operation in Brussels in the aftermath of the Belgium bombings last month.
The 38-year-old was shot in the leg and arrested as he lay by a tram station in the central district of Schaarbeek.

However, prosecutors today revealed it contained a plastic bag full of vile material including rotting animal testicles and excrement.
Those items can be used to poison food supplies, or to create a deadly concoction aimed at spreading fatal diseases.
… in February, 10 terrorist suspects were arrested in Morocco, and jars were seized containing dead rats, vomit, and shredded nails.
The foul concoction was tested on mice and they did not survive.
I find the fact that it is testicles interesting. Why not liver, or spleen? Was it just a convenient media he was trying to use to culture pathogenic bacteria from the stool? Might a virus which doesn’t last long outside the host last longer in undamaged tissue, like testicles? Might an RNA virus like Ebola, removed form the host in testicles, co-opt fecal bacterial cellular machinery in a similar fashion to Pepper Partial Mottle Virus, thus keeping a viral culture viable longer, and maybe even increasing viral load of the sample? Whatever the reason, given the obsession with feces, survivors of a suicide bombing, especially the immunocompromised, might benefit from a course of antibiotics after a blast. These are unbelievable times.
A while back a Freeper said he saw a Muzzie at the grocery store who was obviously sick with something, and he was blowing his nose into his hand and then rubbing it off on the lettuce and produce while pretending to look at it.
The truth is, isolating pathogenic microbes can be done incredibly effectively on a budget and with very little in the way of equipment, and very few trackable footprints if a Muzzie with training were to get it into his head to cause real trouble. A smart terrorist could also find a way to deliver such a culture to enough people to cause real trouble easily. By comparison a couple of rotting animal testicles would be harmless – unless they came from an African with Ebola, or were from monkeys they were culturing Ebola in at some bathtub lab setup in Somalia.
Fortunately these characters are usually idiots, but there is no guarantee a smart one will not show up at some point, and do some real damage. Part of any smart survival plan should be having the ability to grow and source your own food, in the event of an outbreak of unknown origin.

I think the testicles were more likely simply symbolic. Remember, this tactic is more magic than science to them.
