I’m not sure that’s lawful, even in Texas. The cities are polities with their own laws, courts, and budgets, and such a bill would be questionable at best.
In my state, probably half of all municipalities have no police at all, depending on the county sheriffs and State Police for their occasional police needs. I bet a lot of towns in Texas don’t have their own police either, and probably half of the ones that do, they’re for status or revenue collection.

I work from home and I recently started exercising throughout the day. I keep my doorway pullup bar up, dip bars, got a set of adjustable dumbbells, weight bench, and ab wheel. I’ll “grease the groove” throughout the day, rotating exercises throughout the week. Not sure how well this will work long-term and I don’t have a squat/deadlift setup, but so far it’s been helping me stay focused, far less prone to masturbate. Also at the end of the day, I do intensive cardio (I prefer cycling) for 1.5-2 hours. Then I’ll have a couple glasses of scotch/gin while doing light work/relaxation/reading, then sleep.
I’m on a calorie deficit to lose fat but I’d imagine if you were not and you were doing this routine, you can eat something like 3,000kcal-3,500kcal/day without gaining weight depending on how much you weigh and how crazy your cardio is.
If you are going the monk route, I bet it would be possible to schedule a routine (maybe this is why monks had highly regimented routines) to minimize the desire to fap. For example, eat minimal calories (400kcal of fruits/veggies, which is like 3-5lb depending on what you eat) throughout the day while doing the “grease the groove” bodybuilding exercises to keep desire low while giving enough energy to work. Then a blast of calories (500kcal-1,000kcal) before cardio. Then after cardio feast on 1,500-2,000kcal. You’ll be tired and full for the next 2-4hrs. Relax/light work/meming/reading/etc., then bed. This is not optimal for muscle-protein synthesis, but would be healthier than 90% of normies and might minimize the fap window.
FYI, the intensive cardio destroys testosterone, don’t do too much of it.
Also, sprint cardio (1-2 minutes flat out) is as effective as long sessions of running/biking for raising heart rate and associated benefits (studies galore out there on that subject).
